Samsara

Sam Yates grew up in Gotham City and always believed in Batman. He was involved in an accident that took his life. Sam's parents survived, but were very upset that Batman didn't save their son. They wanted to know why Batman had failed him.

Sam uses supernatural powers to inhabit the bodies of the citizens of Gotham who passed away and were not saved by Batman. Batman has nicknamed the young ghost "Samsara", the Hindu belief of reincarnation in which the life of one is followed by a series of new lives in new physical bodies.
