Bolton has always has a strong dislike for criminals but he also has
similar feelings towards the justice system that always seems to be
lenient towards those who should be locked away for good. Bolton once worked for a security firm but was fired after he broke a shoplifter's legs. He used this opportunity to punish criminals his way. Taking the name Lock Up, He created a secret prison and then kept an eye on news reports for criminals who avoided punishment due to technicalities and then went after them. Bolton's jailer days came to an end at the hands of Batman. When Gotham was declared a 'No Man's Land' Batman reluctantly left Blackgate prison in Lock up's charge. However fearing that Lockup might use his inmates against Gotham, Nightwing was sent to retake Blackgate. Bolton has been incarcerated since.
